Oh, Christian.
First and foremost, I'd like to state that MEP Engstrom is not our representative. He represents the Swedish party's European prescense. You, of all people, should know that each of the parties is intrinsically different - from structure, to type, to representatives.
Secondly, Engstrom is a poor example of voting in action. He doesn't represent Sweden properly, only how Sweden (from the PP's stance) is reflected within the EU. His voting record may be in line with the PP's ideals but not within Sweden's best interest. Case and point: his vote on the Telecom Package which allowed a 'cookie provision' as well as put his constituents in a bad way. Not to mention that he would be better off leveraging more power as a local representative in Sweden's parliment.
To elaborate
This is what PPES (pirata) has to say about the matter. What Engstrom's vote means is that he can protect due process for Sweden in respect to the EU - not specifically for Sweden. His "press release" about the matter.
